DUTIES AND FUNCTIONS OF DP & AR (TRG):

Training Policy 2013


DP & AR (TRG) is headed by the Secretary, which is the Administrative Head of the Department. Under the Administrative Head, there are supporting officers from the level of Superintendent and above up to Additional Secretary/Joint Secretary and nine (9) sanctioned strength of staff working in the Department. The main concerns of Department of Personnel & Administrative Reforms (Training Wing) are the establishment matters of the Administrative Training Institute of Mizoram; Deputation of Gazette and Non- Gazette Officers for training in India and Abroad and all other training related matters, like Study Leave applications of in- service for higher studies; Government approval for attend to Seminar/Workshop/Meeting/Symposium/Consultation.

Department of Personnel & Administrative Reforms (Training Wing) is in the second basement of New Secretariat Complex, Khatla, Aizawl and about 37 km from Lengpui Airport.

 

DEPUTATION OF GAZETTED AND NON - GAZETTED OFFICERS FOR TRAINING IN INDIA AND ABROAD:

It is required to obtain prior approval of the government through DP & AR (Training Wing) to attend training outside the State within India and Abroad EXCEPT Compulsory Training Course prescribed by the concerned Service Rules / Training Regulations. Normally, FEE based training programmes are not entertained unless it is Compulsory in view of the financial position of the government.

 

ALL OTHER TRAINING MATTERS:

Meeting/Seminar/Workshop/Symposium/Consultation for the period exceeding three days needs to be routed through DP & AR (TRG) for seeking Government Approval. All proposals for Study Leave for the purpose of pursuing higher studies or for receiving specialized training in professional and technical subjects having a direct and close connection with the sphere of his duty need to refer to DP & AR (Training Wing) for clearance.

 

MAXIMUM AMOUNT OF STUDY LEAVE:

(a) Ordinarily twelve months at any one time,
(b) Twenty- four months in all during the entire service.
(c) Three- years (2 years in the first, extendable by one more year) for Lecturer who are governed by UGC Norms. Applicable for in- service Doctors as per Standing Order in relaxation of study leave since the Post Graduate courses have been extended from 2 years to 3 years. ADMINISTRATIVE TRAINING INSTITUTE, MIZORAM:

The Administrative Training Institute is the Apex Training Institute in Mizoram. The Institute is providing training to the officials of the State Governments, Non- Government Organizations in the areas of Computer and Disaster Management. The Institute is headed by a Director, who is an officer at the level of All India Services. The Institute has Faculty sanctioned strength of 28.

The Administrative Training Institute is located in New Secretariat Complex, Khatla, Aizawl and about 37 Km from Lengpui Airport.
